Question 1

What is the proposed e-rickshaw fleet cap in Delhi?

Accepted Answer

The draft fixes a city-wide cap of 2,50,000 e-rickshaws/ECCs, with each vehicle counted individually.

Question 2

What is the E-Rickshaw Compliance Certificate (ECC)?

Accepted Answer

It is a digital certificate issued by the Transport Department confirming that the vehicle, owner or Entity, and driver meet the Scheme's requirements. It is valid for two years.

Question 3

Is the ECC a permit?

Accepted Answer

No. The draft says it is a compliance authorisation under Section 67(3) of the Motor Vehicles Act and not a permit under Section 66.

Question 4

How many e-rickshaws can one person own in Delhi?

Accepted Answer

An individual can own up to five e-rickshaws under the Scheme. An Entity can own up to 100.

Question 5

What is the deadline for existing e-rickshaws to get an ECC?

Accepted Answer

Category B and C vehicles must obtain an ECC within 90 days of notification, or within an extended period specified by the Transport Department.

Question 6

What happens to unregistered e-rickshaws?

Accepted Answer

They are impounded immediately, never released, then crushed and auctioned. Their batteries are auctioned to a registered recycler.

Question 7

Can one driver be linked to two e-rickshaws?

Accepted Answer

No. A driver or driving licence cannot be linked to more than one valid ECC at a time, and the driver cannot ply any other e-rickshaw in Delhi.

Question 8

How can I submit comments on the draft?

Accepted Answer

By email to schemeconsultation2026@gmail.com or by post to the DTO (Operations), 5/9 Underhill Road, Delhi-110054, within 30 days of publication.

Question 9

What the Draft Means for Owners, Drivers and Commuters

Accepted Answer

The draft moves Delhi's e-rickshaw sector towards a capped, documented and verifiable system: one ECC per vehicle and driver, MoRTH-notified batteries, clear ownership ceilings and strict impounding. The Scheme is still a draft and may change before final notification, and the 30-day consultation window is the chance for owners, drivers, fleet operators and commuters to shape it.
